Unblock warehouse create/edit and common stock picker problems.

Common problems

| Cannot create/edit/delete | Missing inventory.manage | Grant manage permission |
| 422 on save | Missing code/name, name missing default locale, code > 32, duplicate code | Fix validation; codes are unique per tenant |
| Warehouse missing from document pickers | Active unchecked | Edit and set Active |
| Storage location save fails | Duplicate location code within warehouse; missing manage | Use unique location codes |
| Insufficient stock / transfer blocked | Movement or transfer rules | See Receive stock, Transfers, Availability |
| Delete fails or risky | Warehouse referenced by movements/documents | Deactivate instead; escalate if hard-delete is required |
