Goal

Prepare master data so tenant templates work end-to-end.

Who it is for

Managers / tenant admins with template.manage.

Steps

1. Grant template.manage to tenant admins only.
2. Seed form defaults for high-volume document types.
3. Add email footers that match brand/legal text.
